Local Preliminary Engineering (LPE) is the second phase of the Local Capital Project Delivery Process for transportation improvements. During this phase, the preliminary design will be developed based on the preliminary preferred alternative chosen to address the deteriorating conditions of the Manhattan Avenue retaining wall in the LCD Phase. This phase also includes cost estimation and environmental documentation. LPE will include coordination with County local officials and extensive public outreach.
Many sections of the wall are in desperate need of repair, reconstruction or remediation due to major defects and structural deterioration involving vegetation growth, cracks, deteriorated joints, missing stones, seepage, bulging and leaning. The purpse of the study is to further develop the chosen Preliminary Preferred Alternative to address these defects, stabilizing the Manhattan Avenue retaining walls, including the rehabilitation of the roadway.

The Projects Goals and Objectives are identified as follows:
- Reinforce and modernize the walls to improve safety.
- Stabilize the Palisade rock cliffs behind the walls to prevent rockslides and slope failures.
- Improve drainage (reduce hydrostatic pressure).
- Maintain accessibility to pedestrians, bicyclists and motorists & minimize inconvenience to public.
- Provide durable and long-lasting repairs.
- Avoid or minimize social, economic, and environmental impacts.
- Implement context sensitive design solutions. Coordinate construction with other ongoing high-level transportation projects in the region.
The project will be federally funded. A construction cost estimate will be developed as part of the Preliminary Engineering phase.
The primary tasks of stakeholder coordination and public engagement is to assist in the development of the project’s Purpose and Need Statement and provide input on the Preliminary Preferred Alternative (PPA). The Project Team is very interested in knowing how the local community travels in and around the area of Manhattan Avenue, any traffic problems and how the public sees possible alternative solutions. Community outreach during the planning stages is a vital part of the LPE process and we encourage the public to participate.

Naturally, attending a public meeting is the best way to stay involved and receive answers firsthand from the project team. Hudson County, the NJTPA and NJDOT are all committed to developing improvements that best balance transportation needs, the environment, community concerns and cost. As part of the community outreach effort, numerous meetings will be held to share project information and obtain input.
